The problem with loose-powder fibers
Most hair fiber concealers on the market are simple loose keratin powder. You sprinkle it on, and it sits on top of your scalp like a thin layer of paint. The scalp is hydrophobic (it repels water) but the fibers themselves aren't bonded to anything — they're just resting.

The mechanism is electrostatic. The pressed keratin is combined with two minerals — Silica and Mica — that generate a natural electrostatic charge when applied to dry hair. The strands you already have, however thin, carry the opposite charge. The fibers are drawn to the strand and lock in place.
